96 850 turbo (or references to a local rebuilder in L.A.)

TD04HL-15G turbo (or a local rebuilder in L.A.)
Hello all, I am in need of a healthy turbo or a reference to a quality rebuilder in the Los Angeles area.
The car is a 1996 850 turbo platinum edition. It is blowing a bit of blue smoke after it has been idling for a while in the wonderful 110º sun. I need to smog the vehicle and California is a "no smoke" state.
While we're here, are there any suggestions you may have as to what I should go with as far as a replacement/upgrade... stick with the 15G, look into a 16? etc.
Also, is it true that I need only remove the compressor housing out of the turbine housing to R&R the turbo?
