Finally, I have solved my horn problem. After help from the VOLVO Forum and calling salvage yards that DON"T have 1992 VOLVO Horn Contacts, the following is known:

VOLVO (in their infinite wisdom for overdesign) has implemented (4) horn contacts under the steering wheel and beneath the SRS pad. The horn contacts are pressed into a flat bear just below the swivel bar containing the insulated springs. There are (2) horn contacts per bar. VOLVO p/n for the horn contacts is the following: 3530250. VOLVO calls them a "Slip Contact" and they are wired with a connector that allows easy installation and removal.

My contacts were oxidized and/or corraded and tot allowing a ground circuit to be completed thru the horns. I used Acetone with a Q-Tip and carefully cleaned them thoroughly. Now I have OEM horns (used) and of BOSCH manufacturer operating again delivering the distinct VOLVO horn sound.

I solved my problem with flakey horn contacts. However, I would like to find another pair of contacts just in case the original set goes bad again. When convenient and you are healthy again, pls look for a set of contacts in your parts car.
