it sounds like its not connected properly somehow.
ignition coil pin 1 has just one white wire on it? it comes from ignition control unit pin 16, and it also goes to the fuel pump relay pin 31b. in 1980, said ICU looks to be on the side of the water bottle (window wsaher?) behind the right headlight. I think I'd attempt to follow that white-red wire from 31b in the harness to where it goes, I realize this isn't easy.
edit: oh, I looked closer at the 'locator' diagram for the 1984 KE-Jet model (which wasn't sold in the US but may well be closer to your 81 than my 1980 diagram). there's actually TWO connectors in that circuit. connector "V" where the wires are spliced is right next to the ICU module. there's also a connector X shown inline on the white-red wire to the fuel pump relay, this is next to the right side hood hinge.just aft of the right side wheel hump, and just forward of where the harness takes a turn below the wiper motor.

sigh, volvo used a bunch of different ignition systems on 240's. my personal knowlege is of the 1987-ish LH2.2+Chrysler system, and the 1989+ LH2.4+EZK system. As I said, I don't have the 1981 greenbook nor can I locate one online. I have 1975-76, 1977-78, 1979, 1980, 1984, 1985, 1986, 1987-88, 1989, 90, 91, 92, early 93, and late 93.
on the 1984 KE-Jet, that small control unit under the other in hte passenger footwell is the "CIS" Constant Idle System (not to be confused with CIS Continuous Injection System, which is what most folks call KE-Jet injection). Both the 1980 and 1984 KE-Jet diagrams show the Ignition control unit on the side of the windshield washer bottle.
in the passenger footwell on the 84 KE-Jet, the larger CU is for the lambda (o2 sensor). The 1980 didn't have this at all, nor did it have the 'constant idle system'.
anyways, look under your hood, on the side of the washer bottle, is there a electronic module ?

right, so the box on the washer jug is your ICU. there should be a white or white-red wire coming from it, and that wire goes to a connector/splice somewhere nearby that has two more white-red and/or white wires, one of which goes to the fuel pump relay, and the other goes to the ignition coil.
