1989 240 DL not starting.

Default 1989 240 DL not starting.

I changed a pulley today, center with the three belt inserts. After I completed this task, I tried to start the car, and all it does is turn over. I can smell gas, so I know it is getting fuel. I thought about the relay. Where is it located? I hear nothing clicking when I turn the key.

Check the engine speed sensor located in the top of the block behind the head by the firewall.
