Default 1990 240 Low Idle at start

I have a 240 wagon with about 110-113k miles on it on it, it'll start up really well, but the idle will gradually drop until the car stalls or idles too low.

Notes:

1. Outside temperature and engine temperature make no difference

2. Once the engines going it will idle and drive all day long, no problem.

3. Putting the car into gear with a low idle will cause the idle to increase to what it should be, returning to park will reduce idle slightly.

4. Throttle cable WILL "click" when pulled, but will NOT click when the cable returns to its idle position, I'm unsure of how to adjust this.

5. Attempted to start the car with both fuel pumps jumped via fusebox, makes no difference in operation.

What I've done:

1. Ran ECU in all three modes, no codes detected, code for TPS showed up (that it works), injectors and IAC tick. CEL did appear with the code "1-2-1", but the new MAF and a code wipe have fixed this.

2. Removed and cleaned out IAC

3. Cleaned just the bottom half of the Throttle Body, couldn't do much in the cold

4. New plugs, dist cap, battery, fuses, and air filter

5. New Fuel Pressure Regulator

6. New 2.4 MAF that was purchased from ebay, not a Bosch unit

7. Inspected for cracked lines or leaks, none found
