1991 240 Won't Start - Fuel Pump?

Default 1991 240 Won't Start - Fuel Pump?

Just bought this car. Noticed when I bought, fuel gauge works only intermittently. Yesterday, car won't start, starter sounds like it's trying. Not the battery because lights/radio work. Checked the manual and the previous owner highlighted info about the #4 fuse (fuel feed pump heating element) and the engine control system fuse. Took out the fuses, put them (same ones) back in. Car started. Today, same thing happened, except that "fix" is not working. Still won't start. What could be the problem?

It might be the fuel pump relay.
You will have to check for power to the fuel pump when the key is just turned on or cranked over.
