Radio work? They're usually on the same circuit...also, take a look inside the socket...I've seen a good half inch of ash in there acting as an insulator. The socket only works w/ key in the run position. Use a test light and see if it's getting voltage. Pretty sure I have a good used socket if you find yours is getting power and still isn't firing up.

according to my wiring diagram for a 92 740/940, the cigar lighter gets + juice from the ignition switch connection "X" (live in positions I and II), through fuse F14. its grounded to pin 3 of the rear window defroster switch then on to the main ground strip under the fuse/relay panel, which in turn is grounded to the dashboard ground block on the firewall.
note, if your 1991 940 is in fact a 940SE, its really a 960 and its wired somewhat differently. I don't have those prints.
