740GL codes

740GL codes showing up.. HELP
Hello to all available wisdom,
I have a 1989 740GL that sat for seven years [only 135,000 miles] and I now want to give it to my daughter. I was able to get it up and running finally by throwing umteen parts and money at it. I have replaced fuel relays and had injectors tested and rebuilt, fuel filters and pump, tank cleaned, followed all grounds, replaced oxygen sensor twice{OEM BOSCH}, and replaced ECU with a used one off EBAY.
Problem: The car runs great, I have driven it twice to Reno from San Francisco and locally for about 1600 miles. The car accelerates fine, cruises at 75mph and gets 24 miles per gallon. No drivability problems at all. No smoke or other signs of trouble.
The car throws codes 221,231,232 immediately after start-up with codes just cleared and then after a time 113 shows up. I can't get this smogged in California with codes showing. I have exhausted my bag of tricks and am looking for help.
I had a shop look at the car and they found the oxygen sensor kept steady at very low and constant voltage.
