Default 88 245, Short in ECU normal?

Hello,
I'm working through some electrical problems that occurred with my 240 wagon among them wipers going by themselves, no power in fuses 15 and 16, and center console lights coming on at 1/3 brightness when i honk the horn. anyway, i bought the power probe short finder and it detected a short from fuse 4 ending in my ECU. is that normal? i imagine since a fuse didn't blow it is just running power normally and it detects it as a short?
(it also detected a short in fuse 11 ending in my AC relay, and indeed the relay was bad as far as i could tell by hooking up and testing it)

Default Fuse 15 & 16

I know fuse 16 is to: parking and tail light, right
I know fuse 15 is to: light switch then to fuse 16
SO: LIGHT SWITCH TO FUSE 15 TO FUSE 16 TO Rheostat? the wire coming out of fuse 16 green? is joined/spliced by a smaller wire that powers "fasten seatbelt light & ashtray lighting. Well
actually I think this other wire is coming out of the Rheostat as well and not out of the wire from fuse 16....this Rheostat is the the hub to your clock, gear position light, Instrument lighting, panel lighting,fasten seatbelt & ashtray lighting.

the harness that goes to your tail lights etc...are shoved through the back door hinges atop and get cut or just corrode away....

I had to cut all of them and splice and re-route them on the inside and kind of tape them as I did not want to re shoot them down the same way...you will need to remove the back door hinges...
as far as the ECU....I'VE NO CLUE

great! thanks for the rheostat tip...i had taken it off along with the rest of the dash and forgot about it...now i have power after reconnecting.
and i had already replaced the rear tailgate harnesses last summer (although with a scantech one)
