Post '88 740 GLE no spark

I have a 1988 Volvo 740 GLE non-turbo with bosch ignition system. I bought it with a fuel issue, but quickly handled that and got both fuel pumps working and flowing properly with good pressure. Thats when i realized that fuel was not the only issue... i cannot get spark!
i admit i jumped the gun, and im guilty of throwing parts at it. i cant be the only one anxious to bring a volvo back from the dead!

symptoms:
-No spark coming from coil upon cranking
-no spark coming from distributor cables
-tach not moving/jumping upon crank
-no spark coming from the 'ignition coil to distributor' cable

im getting 11.5v at the coil lead wire with ignition on, then when i crank, it drops to 10v then quickly back to 11.9.
im getting 11.9v from coil lead wire while it cranks but still not any sign of spark when i try to ground out that ignition cable wire to the frame/body.
im used to working on older 70's model carb engines so i did what id normal do and replaced all ignition components.

parts replaced:
-coil
-spark plug wires
-spark plugs
-distributor
-cap
-rotor
-ignition control module (behind the headlight)
-ignition mini fuse

im not getting a timing pulse from my ignition control module harness. just getting a constant 12v with the key/ignition on.
my hall sensor connector wasnt in the best shape but i did my best to re splice it and repair it.
before i buy an ignition control unit that goes under the dash i want advice. anything helps at this point.
