89 740 fuel gauge doesn't work

I'd start with the fuel tank sending unit.... A quick google of "volvo 740 fuel sending unit" got this Youtube vid.... (and other related board posts)
You can probably find some guidance on how to test connectivity/resistance of the unit itself via google or search for similar threads on this board.
It could also be the gauge, a connection point , ground wire, fuse so you may also want to look at the wiring diagram at volvowiringdiagrams.com
