Default 90,240 fuel pump ghosts?

I have to turn my key over many times, or sometimes once to get my fuel pump to prime the system. I have pulle it off and tested it to work fine. When I put it back on it does the same thing. I have all new fuses in the box. I also didn't mention that it is the rail pump. I haven't gone into the tank yet. The car has always made the fuel pump prime noise for 8 yrs. Now I have to play the ignition key off and on till I hear the buzz. Then I have no problems driving. When I shut it off, I might have to do the same thing again. Is it bad wiring? Should I hot wire it with a switch? Any impute would be appreciated. Thank-you volvo nation.

I would replace the fuel pump relay - its white, on the firewall above the passenger's feet.

You have to fold back the black carpet that is clipped on below the glove compartment to see it. (thats where it is on my 86 - maybe it moved by 92???)

Yes, now I know what I'm looking for. It's not on the passenger side so I'll keep looking. Thank you for the help
