Question 92 240 wagon problem starting

Just bought a brick for $800 with 67k friday. Ignition was drilled due to lost keys. Started the car with a screwdriver on the starter. Drove it on trailer and hauled to the family shop and drove it inside. Spent six hours replacing the ignition assembly Saturday. Looking through glovebox found some history to back up the low miles. Learned it had been in a high school auto shop with electrical issues and some trim panels had been removed along with the third brake light I think, dome light and license plate light. Noticed a fuse laying on the floor and found it belonged in the tail light, turn signal and installed it while replacing ignition. Finished putting everything back together and car would not fire. Today I pulled the fuse out I believe no. 5 and it started right up. Replaced ruse while running and continued to run. I have now started it several times with the fuse in and it runs. What the heck happened?

on the right side of the 240 fuse panel next to each fuse are three spade lugs. the one furthest to the right is connected to the left side of the fuse and is the 'input', and the two closer to the fuse are connected to the right side of the fuse and are both outputs.

note that not all fuses have input wires as some of them are tied together inside the fuse panel, specifically, the inputs to fuses 1-2-3 are tied together, as are fuses 7-8-9-10, and 11-12-13, and 15-16.

are both wires next to fuse 5 blue ? one of those blue wires goes to the ignition switch pin 15R (on in positions II and III), and the other blue wire goes to the turn signals, and backup light circuits.

fuse 4 above it should have yellow-red wires (in tank fuel pump), and fuse 6 below it has red wires (power for the fuel pump relay, this circuit is always on even if the ignition is off)

All wires match to the fuse block. Still started today just waiting on hood hinges to get him on the road.

When I turn the ignition off the radio acts like I unhooked the battery and requires a code.

ground points are all over the place on a 240. main dashboard ones are behind the coin tray on either side, and near the shifter. main engine ones are on either side of the fuel rail cover bracket.

there's no ground anywhere near the fuse panel, thats all 'hot' stuff, not grounded.

radios need two power wires, one switched, one always on. the switched one provides the actual power that runs the radio, the always-on one provides the memory power.

is this a factory Volvo radio, or something aftermarket ?

the stock radio on a 92 240, the switched power is from fuse 1 and is a yellow-black wire. the always-on power is from fuse 8 and is a green wire

I was wondering about the ground points because of the radio needing a code when power is shutoff?

more likely the always-on power wire is not connected or fuse 8 is flakey. fuse 8 is also the clock, dome light, trunk light, power antenna.
