Air Control Valve (Idle Air Stabilizer Valve)
When I hook up the Air Control Valve the idle is hard. Motor is shaking. But when the electronic connector of the ACV is unplugged I got more stability.
ACV has been tested as recommended in Haynes manual it open and close well.
Any ideas to solve this problem are welcome. Thanks

I drive only in the Town for that moment I do not want to take a chance on long distance.
When I start it and leave it running the iddle is fast.

anyways.... a 91 240 has OBD. see Engine and OBD Diagnostic Codes and OBD Diagnostic Codes and execute the 'diagnostic test mode 3' wth the jumper in position #2, and the ECU will run the cooling fan, the injectors, and... the idle air valve, some other stuff, and repeat. you can disconnect the idle air valve hoses, and blow into one of them and during its phase of the test cycle, you should feel the pulses. this tests not only that the valve works (presumably your hayes test involved using a 12V jumper?) but that the ECU can control it.

I would definitely pull codes. There is a chance you have a vacuum leak and when you activate the idle stabiliser the engine is ingesting too much air (although LH 2.4 is pretty smart, it may be outside it's parameters). LH is the injection system.
