Pickle fork and 3 lb mini sledge will do it.
If you have to, remove the knuckle and take it to the bench so you can get a better swing at it.
I found the cheapo pickle forks don't work for beans, I bought a better one, forged steel, not the alum one.
Paid about $40 but it worked on the second whack after I'd been beating on it with the cheapo fork for days.
BTW, fuelfilter should be under the drivers seat, in the side rail under the car. Next to the pump.

the book say's to take the ball joint with the attached strut plate to a vice in order to hold it tight so you can loosen the nut that holds the ball joint to the strut plate, but when ive done that the ball itself which it is attached to just spins in the fitting, going to try and grip it with a vise grips to hold the ball while I try and spin the nut.
as for the fuel filter there is a pump mounted on the engine and I believe there is one located in the tank, the underbody of the car is solid with only indented space for the drive train and the fuel tank. Is possible that the car doesnt have on or that someone removed the one that might have been mounted to the fire wall? btw the car is a '83 240dl

Try, fuel filter is mounted in front of the drivers seat, just above the brake booster (if yours is an LH Jetronic this observation won't apply to you). (from birckboards)

I know what you mean re' the balljoint nut, but mine didn't spin, try tightening them first to seat the taper tighter into the seat, then loosen.
also look carefully at the end of the thread to see if they ground a flat to grip, if not and you an angle grinder with a cut off disk (or a drill with grinder disk)... grind your own flat and get vice grips on it.
OIts a bit fiddly learning the trick , first side took me days, the second side took minutes. doh!
