Default brake light problems

I have a volvo 240 and I'm having a brake light issue. First off, when the lights or parking lights are on, are both red lights per light assembly supposed to be on? I know there is supposed to be at least 1 red light (tail light) on (2 on for the entire rear end). I have 2 on each side (totalling 4) at all times.

When I hit the brakes, the center top brake light comes on, but nothing changes on the passenger side or driver side lights. The warning light on the dash does not come on either.

Any ideas?

Did this just happen or is this a new vehicle to you?
Sedan or wagon?
Where the bulbs just replaced?
We need to fill in some blanks here.

Its a sedan and I have had it for awhile. It was in an accident at one point, and some of the parts were changed out (tail light assembly).

Using a test light, check the voltage at the bulb holders. Lights on/off, brakes on/off.
Sounds like a bulb or bulb holder problem.
Start at the back and work your way forward.
Bulb-out relay problems will usually kill the power getting to the lights.
