car won't down shift (passing gear)

Default car won't down shift (passing gear)

1990 740 volvo turbo.

I notice the car won't downshift when I get on the throttle, it will go back down through the gears when coasting to a stoplight, but the "passing gear" doesn't feel like it's there... I checked the trans fluid and it was full and didn't smell burned... any ideas on this one? perhaps a solenoid or plug somewhere? Also, the rpm's don't go up past 3000 or so when I stand on it.

Sounds like either your kickdown cable is,rusted stuck, broken or not adjusted properly. Check that first

I agree. Should spin to 5500 at full throttle. I adjust the kickdown cable so I just feel the detent (hard spot) in the kickdown cable as the accelerator pedal goes to the end of it's travel.
