If you connected the red/white wire to the double male lug on the back of the cluster, then you may have fried the taxi output pin of the ITT 2115 chip on the speedometer board. Does your speedometer & odometer work?
I had an old instrument cluster laying around so I swapped the chip and it fixed my problem. Need a soldering iron, a solder sucker or solder wick to get the chip out.

Yeah. I had the same symptoms. Speedo and odo worked - just the cruise control didn't. Mine is a '90 240 and I was also getting a 3-1-1 code (no speed signal) on the ECU. I checked all the wiring diagrams and verified that the speed signal to the ECU and the cruise control came off the taxi output of the 2115 chip. Since you have a LH2.2 fuel injection system, you can't check the codes.
If you are handy with a solding iron and have a solder sucker, you can find the ITT 2115 chip on ebay. They are relatively cheap and the repair is not that difficult.
