Default electrical problems

Hi, I have a 89 240 wagon that I bought new. It has 243K on it and has been a good faithful car. I am having electrical problems. The turn signals keep shutting down. When I look at the fuses and operate the turn signal I see a spark at the fuse. I've had other electrical gremlins but not regular. Do I need to replace the wiring harness? Also is there a fix for the taillights so that the circuit board doesn't keep melting the sockets? I have the correct bulb installed. This has been a vexing problem over the years. Thanks
