Default Electronic Fuel Injection Circuit

Okay guys, here's a tough one.....
I've been having problems with my 86 240GL not dying when I turn the ignition switch to the off position and after troubleshooting the system most of the day I think I've traced it to the EFI circuit.
Under the hood there's a 25 amp spade style fuse that according to my owner's manual controls the EFI system.
Once I turn the ignition key to the off position and the motor keeps running I can go out and pull this fuse and the car dies right away.
Now if I were to kill the engine by pulling a coil wire the engine would die but the oil light would continue to burn andone of the fuel pumps continues to run and when I pull this fuse this doesn't happen. Everything shuts off just as if I had turned the car off with the key.
Now, I can start the car up without the fuse in it (of course it starts hard and runs rough) but then I can kill the engine with the ignition switch. The car shuts right off, the oil light goes out and the fuel pump quits running. It's only when the EFI circuit is in operation that this happens.
Now I did jump in a toggle switch in this circuit and I can kill the engine this way as well.
I can turn the key off in the car (which does not kill the engine) and then flip this toggle to the off position and everything dies just like it's supposed to. I've been scratching my head about what this tells me and I'm totally at a loss.
I mean if I can kill the engine with the ignition switch when the fuse is pulled, doesn't this tell me that the switch is good?
Yet when the fuse is installed I get the same old problem of the engine not dying. Man I hope someone can help me out here or I'm going to have to bite the bullet and take it in for repair.
Sorry this was so long and hopefully I've made at least a little sense. My mind feelslike it gave up a couple of hours ago but I'm having trouble letting it go.
