Default Fuel injectors not firing on 90 240

I recently picked up a 90 volvo 240 from a friend's parents. It's a one owner car and very very clean and straight but has been sitting for about 6 years. There are a couple of problems and the car won't crank. I had to basically hotwire the fuel pump. It's getting plenty of fuel to the rail but the injectors aren't firing. I pulled the rail and turned it over to confirm this. I then hooked a power directly to an injector and it fired perfect so I know it's not the injectors. My first thought is a bad ECU but I'm hoping to get some input before I replace it. If anyone has any ideas I would appreciate it.

Thanks,
JT

Might be the fuel injection relay.

Could also be a speed sensor if it has one. If it doesn't then the pickup in the Dist. might be bad.
