Default fuel pump relay clicking no pumping

The car wouldn't start for a month but has run beautifully (and clear across the U.S.) just before that. After pulling and inspecting the fuel pump relay and reinstalling it the car started right up and drove around all day yesterday. Today though we are back to square one. Neither pump makes noise when i turn the key to ON, but the relay is clicking. I jumped #4 and #6 fuses and got the pumps to come on, but still wouldn't run as I held the jumper wire with one hand and turned the key with the other. I would like to try grounding the (blue'green) wire at the relay as I have read about in some threads but don't know the technique. Do I stick a wire on the harness side in with the (blue'green) I mean (green/blue) and ground that to a bolt on the chassis?

I have a pink label ecu which seems suspect...how do I test?, I tested in 6 and got 1-1-1...then tested in 2 and got nada...but I have spark..

if you're out there Pierce, or anyone, please help.
