Default Ignition on/fuel pump on

Should the under chassis fuel pump always buzz when the ignition is turned on?
The pump on my brothers '90 240 doesn't,but it runs fine.
Just takes a couple of turns extra to start compared to my '91 wagon, whose pump does buzz.
If the relay wasn't working, surely the car wouldn't run?

It should buzz when you turn the key to the on position as your '91 does. Don't understand how it works without it building the pressure prior to cranking. Check the relay, it may be going bad.

The Relay on my brothers '90 240 has adifferent fuel pump relay(different pin outs) to my '91 wagon.
New relay in place.....still no buzz from chassis pump when the ignition is turned on.
I'm wondering if this could be a country specific thing to do with emissions???
I have my suspicions it's a South Afician car as it's in too good nick for a European car, like new, with 40k on clock.
Best E1200 he ever spent.
