Power steering issue

Default Power steering issue

I have an 83 Volvo wagon that I just purchased. It didn't come with belts so I attached the power steering and AC belt and fill the reservoir to the power steering. When starting the car (lifted on jack stands), the steering wheel turns violently to the left and takes a lot of force to turn it the other direction, but will automatically turn back to the left. When the car is off, the steering wheel turns easily when in an accessory mode. Someone mentioned that it could be the rotary valve. I also detected a leak at this point and am hoping that’s it. Any other advice or insight would be appreciated. I uploaded a video of the steering wheel and also the suspected leak area
