Then take your car to a mechanic. He will use something called a wiring diagram to do a diagnosis.

I spent two days getting the wrong valve cover gaskets for this thing because O'Reilly, AutoZone, CatQuest, and Advanced Auto wouldnt stop sending me the wrong stuff. I couldnt even find this cars chilton manual at the stores, half the interchange guides i use for it sends me on wild goose chases, going to the junk yard for this sweedish monstrosity is a nightmare, i couldn't even find the right firing order for this thing off the bat because different sources were in conflict non stop. Thats why i asked you directly about where the iac wires end up at just to get a reading from the horses mouth to see why it wasnt responding to tests.
I think the issue you are having is the Regina system was a freak Volvo used for a few years on the 740. I had the same issue finding an IAC and true substituting a Bosch unit and it didn't work nearly well enough to make permanent. I think your biggest problem is your sources. Most auto parts stores will keep some of the general maintenance stuff but for older cars you need to go further. A Chilton manual for a car that old is probably an Amazon or eBay buy and you are better off using sites like ipdusa.com, fcpgroton and rockauto. It's more involved but worth it to get the right parts the first time. Your other issue is that particular IAC new is roughly 400 bucks. I only know of or place that sells em. The rest are all used units with no way to verify that they are truly operational and they are still anywhere from 150-300 bucks. Too much money to take a chance. If you love the car bite the bullet and drop the big bucks for a new one. Best of luck
