Radiator Fan and car overheating

How do you know teh clutch is good? If you are overheating at idle, you have no air flow.

Default observation of fan at idle

I adjusted the ethylene glycol mix to a specific gravity higher than dirty water with yellow colorant and observed the fan at idle. checked the radiator hoses to make certain they werent collapsing under vacuumn, test drove the car in stop & go traffic again and had no probs. so what does the temp sensor control in the circuit again?

UPDATE: This problem seem to have stopped but I think it is due to the winter time. In preperation for summer I went ahead and ordered a new Nissen radiator. I just want to be clear though...the problem with overheating at stop lights and in still traffic...this would not be the water pump, right? I just had a new water pump installed 2 years ago.
