Running Lights Relay

Running Lights Relay
I hate electrical problems!!!
Both front and rear passenger side running lights are out on my '90 740. As soon as I turn them on, I blow the fuse. I've cleaned contacts and checked bulbs and all are okay. I haven't been able to determine if there's a relay involved. Should I be checking any?
In the meantime, I want to install a temporary circuit with an inline fuse and a dash mounted toggle switch to operate the running lights. Do I need a relay in my temporary wiring scheme, or can I go without?
