Default sputtering

here's a really stupid question that i think i already know the answer to. why does Guido(79 244DL) sputter when the tank get to below half? is it because of the mechanical fuel pump? i think it is but maybe im wrong. and if i am right, how do i go about replacing the pump with an eletric one? do i have to replace the tank as well?
