Default Tailgate wiring: quick and sleazy, or do it right?

My son's '83 GL wagon has bad wiring to the tailgate. Now, I have read the "do it right" procedure, which involves loosening the tailgate hinges, or maybe even removing the whole tailgate.

Then, I've read of others who bypass the hinge/wire thing and go directly from headliner to tailgate. Any opinions about this?

Also: his headlamps are cutting out occasionally, maybe when he hits a bump. Where in the world is the headlight fuse? Here is the fuse schedule for his car. Am I blind?

Cheap and sleazy it was, and worked out just fine.
