Default Throttle body can't be programmed

Bought our 99 740. It hesitated. Told it was a sensor. Replaced. Still hesitated and got worse until it went into limp mode every few miles. Bought a replacement throttle body module. Had someone with a volvo scan tool come. It could make the car do adjustments but would not "talk" to the ECM to reprogram the module. Downloaded volvo software and got the tool to connect to car with laptop. Turns out it reprogrammed trucks etc but not the 99 740 module. At a loss. Car is in good condition, no rust, nice, but it's useless as it can't even get out of the driveway in limp mode. Any help I can get would be appreciated. Thank you

1. What year and model? Do you mean 99 s70?
2. Where did you get the throttle body? New, used, rebuilt?
3. You purchased a VIDA subscription from Volvotechinfo.com? And have a Dice or other j2534 interface? And your Vida subscription won't talk to your CEM? What modules will it communicate with? Or did you download VIDA 2014d? Vida 2014d CAN NOT "program" any module. A VIDA subscription can "program" NEW modules. Generally USED modules (that are already "programmed" to another VIN) can't be "reprogrammed" using any version of Vida.
4. Don't understand the truck comment and again there is no such thing as a 99 740.
5. If your car is a 99 s70 and you have a bad throttle module (yes that's a common fault) A company such as xemodex.com can ship you a plug and play remanufactured throttle module. No software, no Vida needed - just play and play.

This is a 1999 S70. It has the old style notorious ETM throttle body. It is before the VIDA programming.
volvos made trucks, the software down.

sorry didn't finish reply.
It is a 99 S70. 740 was an auto type. Anyway we bought a new throttle body but it not programmed. You can't use the newer programming as you suggested. We heard the original was programmed with a dedicated box that had the software loaded. The software my son downloaded was for volvo engines made during that time but when we opened it and connected it, only software was for everything but the cars. I was hoping someone here would have or might have a run around for this. It's old enough that the software should be out there.
Just want this to be back on the road.

The "dedicated box" used to "program" Volvo modules is a cpu with the proper VIDA specs and the VIDA program loaded on it. For instance - Vida 2014d (back in 2014) only ran on Win7pro, using IE9, with a minimum of 3 gb ram. Wrong Windows version, or internet explorer or not enough ram - program did not load/work. (my shops have "programmed" hundreds of Volvo modules over the years using the earlier versions of Vadis on DVD, then Vida on DVD, (new discs were sent to subscriptions holders every 3 months - 2014d is the 4th quarter version back in 2014) - then used the online version of Vida beginning in 2015)

The software is not "out there". Vida is only available (from Volvo) by purchasing a VIDA subscription (in north america) at volvotechinfo.com. A compatible DICE (or other interface) is needed to be able to download the software into your car. Many of the Chinese clone Dice units won't work, Volvo considers that part/tool their intellectual property also and does not like anyone copying it without permission.

Yes the stolen and hacked to work without a subscription Vida 2014d is out there - but you can't "program" a new module with it and it will only talk to cars thru 2015.

Sorry.

OR - a company such as xemodex can use their proprietary (aftermarket) software and equipment to "program" your VIN into your throttle module - or sell you one that is plug and play.
