Default Throttle position switch question '82 CIS

Greetings, I've got an '82 244 with CIS K-jet injection. It's hard to start cold and idles poorly when I do get it going. All signs point to the engine temperature sensor, but I'm not eager to dig it out since there doesn't appear to be an "easy" way to get to it as on the later LH cars.
Here's my question: My throttle position switch is always open. It "clicks" as it should manually, but I've been unable to adjust the throttle lever to close it, and that just doesn't seem right. I would love to get this right before proceeding any further.
Any hints, clues or insights greatly appreciated.
