Default Unknown relay - '91 740 - Regina

Anyone know what this relay does and why it should be pointed top end up? I found it dangling under the dash, driver's side left corner. Also there seems to be 1 insulated wire hanging loose and I can't find anything it should plug into? Thanks

Ahah! Thanks Pierce. Wonder why they want it pointing up? You think it might have a mercury switch in there?

Maybe so any moisture, such as condensation in wet weather, doesn't get inside?
