volvo wont start

Default volvo wont start

my 81 240 gl has been running fine for a while but today it wouldnt start. Turn the key and nothing happens. The solenoid wont even kick forward. I thought i could jump the starter. When I made the connection on the solenoid with a screwdriver it made the worst screeching noise I have ever heard. I wouldnt stop until I unhooked the battery. When i had someone else turn the key all the way to engage the starter(not just in the on position) then jump it with a screwdriver it started right up. I've replaced the solenoid twice already but it wasnt for anything like this. It should be fine. I just dont know what the problem is. Any help will be most appreciated.

the electrical part of the ignition switch is known to go bad measure the voltage at the small push on connector while someone attempts to start car to see if you are getting 12v.
