That looks like the vacuum connection, through the firewall, to feed the vent controls. Are you able to change air vents with the buttons?

Vents

I can adjust the vents, I am not sure if the fresh/recycle air feed is operational. Could go either way.

Do the buttons for the floor vents, defroster, and recycle option work? Does the line suck or blow air. If you cap it, does the engine revs increase or decrease? Does it smell like exhaust fumes?
