im looking for a set of wide wheels id prefer steelies because there cheap and i like the look should i find something in the 5x108 or get adapters i like wellers 8 spoke but i want some kind of wheel in 16x8 with a 0 offset i appreciated in advance
model/year of your car? and what do you consider wide and why a 0 offset? cheap steelies and wide don't match up but assuming you have a redblock you can probably find something on eBay - just search for 5x108 ET20 and make sure you find something will a large enough center bore (older Volvos have a 65.1 center bore.)

i have a 1991 240 sedan and i would like a 16x8 so it’s not to big but i don’t want stock steels and the 0 offset is just the biggest offset i have seen on my car i haven’t seen anything in negative so i don’t know if they would fit and by cheap i mean cheap compared to like three pieces i want some around or under 500$ so i have a budget and what does a red block have to do with it i just got this car so i’m still learning
Red block refers to the motors prior to when the 4V I5s were introduced. Just a fast way of saying 240/740/940 RWD which shared some common architecture before the 850s were introduced.
When it comes to wheels just remember the offset measures the relationship of the wheel's centerline to the hub's face (ET25 is a 25mm offset or roughly 1 inch. If you start with a stock 15x6 and throw on a 16x8 with the same 25mm offset, your rim will be 1 inch closer to the fender lip and 1 inch closer to the inner fender/strut tower etc. So a good place to start is to measure how much clearance you have on the inside then do the math (fender lips can always be rolled to make a few more mms clearance). So going with a 16x8 with 0 offset will keep the inner clearance the same (good) but will move the wheel 2 full inches closer to the fender lip.
Is your budget $500 per wheel or $500 total? Keep in mind the bigger/wider the tire the more costly they will get as well. Check out Summit Racing as they have a good selection of 5x4.25" rims (108 mm ~ 4.252") in steel and alloy which may be what you're looking for. You'd probably need to get some hub-centric rings as well since Volvos align the rim via the hub, not the bolts.

stock on a 240 was 14" and I think ET35
note that changing the offset throws the front steering geometry for a loop and will likely make the steering feel much 'heavier' around turns
I had the Volvo "Hydra" 16 x 6.5" wheels, they were ET25... on my 740 turbo wagon, these would bolt right up to a 240, and are about the widest wheels Volvo put on these cars. I had to use different wheel alignment numbers with these vs the stock 15" rims (I got the alignment numbers from a Volvo 940 Turbo that came with the Hydra rims). These take 205/55-16's...
