The window regulator is mounted to the door with 4 bolts. The regulator mounts to the window with 2 clips and a third clip mounts to the door. The regulator itself works on a scissors principle. So...if there is some sort of wierd looking bolt, I'm thinking that's the pivot for the regulator. You'll need a new one. If you actually buy a new one rather than a j/y unit, you'll get the added benefit of no wind noise at highway speeds. 90's were bad about whistling and even letting rain water crawl up the back edge when the regulator was worn.
