windshield wiper arm removal

What is the technique for removing or tightening the wiper arm? My daughter's '92 940 has the passenger side loose and flailing.

What I can tell by looking at the parts diagram the black cover lifts up then you would tighten the nut under the cap.

That's what I thought but I was reluctant to pry the cover off especially in the cold temp here. I'll give it a try.

Becarefull not to brake the plastic cover like I did.
17 year old plastic in the elements is not a good combo.
