Default Fuel Filter Location

I have a 1990 240 GLT
I’m needing to replace the fuel filter but after looking under the car, I can see an empty circular bracket for where the filter should be next to the pump, and the filter is actually under the bonnet.
From researching, most sources say only the earlier models of the 240 had the filter under the bonnet, and the later ones would have been under the car.

Just wondering why the filter is located under the bonnet on a 1990s 240 rather then underneath the car?
