Default 850 seat warmers not working

I have a '97 Volvo 850 - A few years ago there are a recall on the seat warmers i think because of fire hazard but now since they "fixed" it the seat warmers bearly work any ideas on how to change that or what they did?

The recall was for the thermostat of the heaters – it would fail and cause the coil to “cook yer toosh” (I remember that day painfully!) and sometimes cause a fire. There isn’t any way to circumvent their fix. You may want to check to see if any of the heater coils are broken. I would think an easy test would be an Ohm meter. Beyond that, I think that a visual inspection could be done but that involves taking the skins off.
