Boost is controlled the waste gate. check if the actuator rod is disconnected or stuck. there's also a boost control solenoid which actuates the rod that has some vacuum lines running into it. See if any of those have tears or fell off. Not sure if the tdi has the same set up as the T5 turbos but a clogged PCV can create positive crankcase pressure which can pop off the vaccuum lines.
