Default 94 850 NA Fuel Leak

Just when I thought I had fixed everything, I discovered I have a weird fuel leak from the gas tank.
Here is the story.
I was out of the country so I didn't drive the car for 2 months. I came back - everything was fine, started right up and fuel was where I left it - around the 6 gallon mark.
I drove for a couple of days, no problems at all. Then I filled her up, all the way to the top. When the pistol released, I gave it 2-3 more splashes to make sure it's full.
Since then, I thought there was a weird gas smell from time to time, but didn't pay much attention. Fuel consumption was normal too.

But today I decided to take some pictures of the car and saw this under the tank, only 2 minutes after I parked it:


I felt it dripping from one of the edges, where there is a blade sort of thing. I haven't driven over anything in the past days. Plus it's at such a spot that it couldn't have hit a rock (plus I didn't).

Then I realized that it's only leaking when the car is tilted slightly to that side. When I park it the other way around - no leak. the tank is still almost full - 14 gallons, so the gas should be spread out evenly and the angle shouldn't matter, but for some reason it does.

Any ideas why is it doing this? Is it possible that I overfilled it? If not - what could be the problem, and is it fixable, without getting a whole new tank?

I just read about recall 139. I have no idea whether it has been done on my car. But does it look like this is the problem? Is that the heat shield there? And if that is the problem - do you think a dealership will fix it for free, since it's a recall?

It could be a bad sealing ring where the fuel pump drops into the tank, or the hose nipples are cracked (happens sometimes)
