Default 95 850 Turbo No power still

Guys, this is really beginning to get frustrating. I have replaced the busted intercooler hose only to find that it still loses power under boost. I noticed when my IAC hose popped off that I could actually drive under boost. The car was still boosting 7-8 PSI with that hose off. With it on, the car won't even free-rev with any more than maybe a couple percent throttle. With the hose off, it spins right up. I replaced the plugs as well. I also took each sensor out of the loop one at a time to try and pinpoint the problem. None of them helped. I really need some ideas on this one. I'm hopelessly lost on this. Could it be injector related?

I don't know what the problem is? Does it bog down at WOT? Does it not go over 45 mph? What's going on?

It's the same problem that I thought was fuel pressure. I had a busted intercooler hose which is now replaced. What it's doing is it is bogging under any boost. I have to keep the boost gauge dead at 0 to get power out of it. It runs the same as it did before any trouble started when it isn't boosting. If I rev it in neutral, it will go to about 5500rpm and bog to about 3000rpm while it's boosting. If I take the IAC hose off without capping it, it will rev fine and it will go under boost up to about 8PSI at most before it starts bogging. It's confusing as hell and it's driving me insane. I've changed plugs again with NGKs. NGK has never failed me. I've replaced the fuel pressure regulator, the pump, and the hose that was busted. I've taken every sensor that it could possibly be out of the system and I haven't gotten any better results. I think I may have a TPS issue because it has thrown a "TPS sporadic" on A1 and a "Throttle position sensor signal" on A2 but they are intermittent. I also get an occasional ETC code as well but I just replaced that and it's also intermittent. I know both could be a problem.

Well, I just pulled a new code. It was code 231 "Long term fuel trim, part load". I am at an absolute loss. I can't afford to have a mechanic look at it and I don't ever have the time to do so anyway.
