Just replaced the mast, but I had this issue prior to the mast breaking as well.

97 Volvo 850 GLT Sedan.

The procedure I have to follow for my power antenna to go up and stay up is the following

- Put key in On position (do no start car)
- Wait for antenna to come up most or all of the way
- Start the car
- The antenna will retract until the radio resets and then extend all the way

If I just start the car the antenna makes no effort to go up. The motor doesn't make noise or anything. Turning the radio on and off does not help if the car was started without letting the antenna go up most of the way. If the above procedure is followed but the antenna isn't allowed to go up enough initially it ends up getting to the bottom before the radio resets and then it won't come up. If the above is followed and the radio is turned off some time later the antenna goes down and then won't go back up until the procedure is followed again.

Has anyone experienced this and found a fix?

a few people have added a manual antenna switch to their dash to control it - check out Youtube for Robert DIY's video. I suspect the fault may be in the antenna - it seems you do have the radio's ability to tell the antenna to power up but I'm assuming there's a relay that gets energized by the key (key off and the antenna goes down). a dash switch would do what the key does...
