CEL P0440
My car was up for inspection last month and I had a P0440 code. I didn't have the time to troubleshoot the problem myself so I bit the $900 bullet and had a shop trouble shoot the code, get my car through the drive cycle and inspected (Other things were done as well for the $$$).
They smoked tested the system and bench tested the rollover valve and one other component (can't remember now what that was) and it was all fine. Their conclusion was a faulty gas cap because it's at the end of the line. I had already checked that and didn't think that was my problem, anyway I had them replace the gas cap.
When I picked my car up following the service and inspection I checked my monitors – all were reading ready except my evap. (In NY MY97s can have 2 monitors not ready and still pass inspection).
Yesterday (3 weeks after the service) the monitor finally went to ready and then returned a P0440 code.
As a note I'm also experiencing a hard start after filling up my gas tank. Usually tries to start and then stalls. The car starts on the next attempt and runs a bit rough for a few seconds then all is well. I'm thinking the 2 could be related??
Any suggestions?

As for the trouble shooting page, there is only one sentence that follows the page; "terminal 39 for an intermittent open circuit or short circuit to ground."
