Default Charcoal Canister (vapor canister)

Hello everyone, I am new to this forum and from what I can see, it is a helpfull and friendly forum. My problem is this. I have a 1995 volvo 850 turbo sadan. My charcoal canister is round with 2 hose on top and a single port with a clip on the end. There is no filter or anything on the end of the clip. My problem is that I hear a very strong vacum sucking on the end of the port of the canister that has the clip on it when I am idling. Do anyone know if this is normal or a bad canister. how do it effect the funtion of the car. Can I block this port to stop the vacume leak. This is my first volvo and I love the car

I would first check the evap valve mounted to the cooling fan.
