Default Cold Weather

Hello,
This morning it was around -10* F. Once my 850 turbo was warmed up, it seemed that even when I tried to accelerate hard (to pass someone) it had much less power. The boost gauge would barely go over half. Is this normal for cold weather that the turbo does not fully work?

-thanks

Theoretically, the car should produce more power the colder it gets (denser air). Operationally it might not though, for whatever reason. I'm not familiar with turbos in cars, just airplanes.

I'm not sure how it works on Volvos, but it could be the computer limiting the boost because the air is so cold. On my Typhoon, I have to drive carefully in below freezing weather do to overboost... but as I said, boost in my Ty is not controlled by the ecm... it's a mechanical waste gate (stock anyway). Maybe it's just a safety precaution of the Volvo's ecm?

Tech, input?
