Cooling fan not coming on when AC is off

Cooling fan(95 850 turbo) works as it is supposed to when the AC is on. However, I was in some traffic and coolant started coming from the green cap.Any idea whe could be the cause of this issue?

Very likely your ECT sensor gone bad.

The cooling fans run at all times whilst the A/C compressor is on. Then they turn on when the coolant reaches certain temp. If your coolant spewed out, either the coolant temp signal did not reach the ECU due to a bad ECT sensor as stated above, or something else.
