crank/no start and other issues
Hello everyone, I am new to the forums and am hoping someone can help me get my neighbors 850 running.
First a little background on the car; the car has been sitting for almost 2 years, and hasn't been started in that time period. My neighbors would like their son to use the car now, but it will not start up. Here is what I have found so far...
1995 Volvo 850 2.4L
-new battery, fully charged
-engine cranks over
-no spark
-no injector pulse
-Check Engine lamp does not light up during Key On Engine Off bulb test
-no communication to OBDII port (no power present at pin 16)
-#1 fuse for TCM/ECU intact
I checked the ignition switch - with key in run position, all the wires on the back of the switch are getting power (except wire to starter motor)
It is worth noting that the Check Engine lamp is not burned out as I jumpered power to it and it lit up.
What should I do next? Any help would be greatly appreciated!!!

Hmm, guess I will check for fuel pressure next, then test the coil.
The check engine light concerns me though - shouldn't it light when the key is turned to the run position for a bulb test?
Also, were does pin 16 for the obdII connector get power? I thought that on most cars, pin 16 shared a fuse with the 12v cigarette lighter socket, but that fuse is good and there is power to the 12v socket...

UPDATE: bypassed the main relay - ECU appears to be working now - check engine light comes on when the key is turned on, and I am getting proper voltage to the cam sensor, thus allowing me to verify that the cam sensor is working properly. Crank sensor also works. Have fuel pressure in the rail, STILL not getting spark, have yet to recheck injector pulse. OBDII connector is now working, fuse #15 was poorly seated.
I followed the coil testing procedure, I am not getting .7-1.3 volts. Unplugged connector to power stage, no .7-1.3 volts there either... what next?
