Default ECC intermittent operation - blower resister interchanges w/ 70 series?

My '96 turbo with ECC does not run the fan in cooler/cold weather. When I switch the fan control from off to either automatic or manual speed I hear a faint click once from the dashboard. There are no CEL codes.

The part numbers are different for 850 and 70 series blower motor resisters. What's the difference?

There doesn't seem to be any difference. Same footprint and connectors.

It turned out to be the fan. Good thing I had a spare!
