ECU air filter?

Default ECU air filter?
I just got a box of stuff for my car
Windshield wipers
rear window wiper
cabin filter
ECU box air filter
Now I can't find where the ECU filter goes. I have looked, guessing it goes at the front of the air inlet tube but see no access to where the filter goes. Can anyone point me to it?

Only 1993 cars had a place for the filter. My 1995 does not.

The list at IPD says it will fit my 95.
